Based on the expressed needs of Red Cross/Red Crescent (RC/RC) partners working in the field of disaster preparedness and risk reduction, the International Federation of Red Cross and Red Crescent Societies (IFRC) will contract a consultant to develop guidelines for community based early warning systems. Community based early warning systems (CBEWS) are increasingly recognized as critical to saving lives and livelihoods in the event of an emergency.
