Administration and Financial Management Project Launch Consultant

Project Summary:
In June 2011, MSI was awarded the Independent Monitoring and Evaluation Contract (IMEC). On IMEC, MSI will provide verification, monitoring and evaluation, reporting throughout Pakistan, and across all projects that USAID is supporting. The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.

Position Summary: The Administration and Financial Management Specialist will work closely with the Chief of Party to develop and instill both administrative and financial management systems for the IMEC project in Pakistan. This is a short-term position with an estimated LOE of 60 days.

Responsibilities: • Help create a management system for both administrative and financial oversight of national staff in Accounting, IT, Logistics/Transportation, Human Resources and Administration;

• Develop training plans; facilitate and do performance appraisals, assist in developing strong, yet flexible procedures and systems;

• Supervise a team of expatriate and local finance, and administrative professionals;

• Mentor and supervise staff to ensure compliance with personnel and safety manuals;

• Assist with writing monthly and financial quarterly reports;

• Support the Chief of Party in budget planning and monitoring;

• Work closely with MSI partner and sub-contracting organizations;

• Assure clarity of MSI/USAID Policies and Regulations;

• Ensure that IMEC recruitment methods comply with MSI standard operating procedures as well as USAID/Pakistan mission directives;

• Provide support services necessary to promote efficient/cost- effective program operations; and

• Other duties as assigned by the Chief of Party.

Qualifications: • Prior experience as head of finance and administration on USAID funded contracts; • In depth knowledge of USAID rules, regulations and reporting requirements; • Experience establishing and rigorously monitoring financial anti-corruption systems for USAID funded development programs, along with a strong personal attention to detail and the highest standards for honesty and transparency in financial management; • Understanding and prior management of HR, IT and other administrative functions; • Prior experience in Pakistan or a similar high conflict/corruption country strongly preferred; • Experience hiring and managing a team of local finance, IT, HR and other administrative staff; • Understanding of monitoring and evaluation helpful; and • Must be willing and able of working in Islamabad, with travel to field offices as required.
