Consultant - Anti-corruption public complaints and reporting mechanisms

Project name: EGYX49: Supporting Measures to Combat Corruption and Money Laundering, and to Foster Asset Recovery, in Egypt

Period of assignment/services (if applicable): 45 working days within the span of twelve months from December 2011 until November 2012

Proposal should be submitted by email with the title in the subject line to fo.egypt@unodc.org with a copy to Caitlin.chittenden@unodc.org no later than COB 8 November 2011. Any request for clarification must be sent in writing, or by standard electronic communication to the address or e-mail indicated above. The United Nations Office on Drugs and Crime will respond in writing or by standard electronic mail and will send written copies of the response, including an explanation of the query without identifying the source of inquiry, to all consultants.

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK:

One of the project's key outcomes is Outcome 3 Institutional capacity to combat corruption and money laundering and to recover stolen assets enhanced and its corresponding output Output 3.2 Reporting and/or complaints mechanisms on corruption strengthened. Thus, UNODC is engaging an International Consultant under this output to support national authorities to strengthen the reporting and complaints mechanisms against corruption in Egypt. The International Consultant will utilize his/her specialist expertise and experience to assess the effectiveness of existing anti-corruption public complaints and reporting mechanisms and provide recommendations to increase public awareness of these mechanisms as well as to support existing structures to implement assessment recommendations (this may include restructuring the reporting/complaints mechanisms themselves). The International Consultant will also support on-site training to responsible entities on receiving, managing and processing complaints. Specifically, the International Consultant is responsible for carrying out the following activities under Output 3.2: • Assess the effectiveness of existing anti-corruption public complaints and reporting mechanisms and provide recommendations to increase public awareness of these mechanisms. (Activity 3.2.1) • Support existing structures to implement assessment recommendations (this may include restructuring the reporting/complaints mechanisms themselves). (Activity 3.2.2) • Provide on-site training to responsible entities on receiving, managing and processing complaints. (Activity 3.2.3) • Support the efforts of individual criminal justice agencies in establishing reporting and/or complaints mechanisms (for example at the Ministry of Health, Ministry of Justice or the Ministry of Interior) (Activity 3.2.4)

REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS:

I. Academic Qualifications: • Advanced university degree in law or a related field. A combination of a first level university degree and a qualifying number of relevant years of experience might be considered in lieu of the advanced degree.

II. Years of experience: • Five years (7 years in case of a first level university degree) of relevant professional experience in the field of anti-corruption, including in assessing and strengthening anti-corruption public complaints and reporting mechanisms.

III. Competencies:

• Superior skills and experience in assessing and providing recommendations to strengthen anti-corruption public reporting and complaints mechanisms essential. • Sound experience providing technical assistance to overseas governments and organizations in an international setting in this field essential. • Solid practical experience advising upon and implementing best practices in the field of anti-corruption required. • Practical operational experience working in an anti-corruption agency, or an international organization or NGO in this field an advantage. • Good interpersonal skills and ability to establish and maintain effective partnerships and working relationships in a multicultural environment. • Up-to-date knowledge and practical experience of UN programmes, policies, guidelines and procedures is an asset. • Excellent written, editorial and oral communication skills in English. • Knowledge of Arabic is an advantage. • Computer literacy.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications: 1. Proposal/Letter of interest: (i) Explaining why they are the most suitable for the work (ii) Provide a brief methodology on how they will approach and conduct the work 2. Financial proposal The financial must include the total requested lump sum amount for the assignment and a breakdown of the costs associated with this lump sum (professional fees and insurances). All travel costs for the International Consultant to complete the task (economy class plane tickets to/from Cairo and per diem (DSA)) will be arranged and paid for by UNODC. 3. Personal CV including past experience in similar projects and at least 3 references 4. A completed P11 form

The selected candidate will be expected to start the assignment upon contract’s signature, expected to be in December 2011.
