WaSH Evaluation Consultant

Australian Red Cross is seeking a consultant to lead an Evaluation of the Water and Sanitation and Health Improvement (WaSH) project in Vanuatu.

Australian Red Cross has been actively supporting Vanuatu Red Cross in this project since July 2010. Attached is the Terms of Reference for the consultancy which provides some background information.

The duration of this review is envisioned to be a maximum of 20 days, including up to 14 days in-country, and up to six days in Australia (preparation, report writing, travel and briefing/debriefing meetings with Australian Red Cross).

Australian Red Cross expects that the successful consultant will have the following skills and experience.

Essential

· An understanding of gender and development issues.

· Extensive experience in monitoring and evaluating programs, and be able to provide independent testimonials of their work.

· Experience implementing and/or evaluating community based public health programs in remote communities.

· Experience implementing and/or evaluating community based water and sanitation programs.

· Experience using participatory and beneficiary focussed approaches.

· Experience facilitating discussions across broad stakeholder groups.

· Excellent report writing skills.

Desirable

· A good understanding of the Red Cross Red Crescent Movement.

· Experience working in Vanuatu or the Pacific region.

Consultancy - Market Survey for Livelihood Projects

Terms of Reference

BACKGROUND AND CONTEXT

Danish Refugee Council (DRC) is a private independent, non-profit organization (NGO), founded on the basis of humanitarian principles, and human rights in general, to securing the protection of refugees and internally displaced persons (IDPs), and to promoting long term solutions to the problems of forced displacement. DRC started working in Somalia since 1997 supporting Ethiopian Refugees, Somalis Returnees and Internally Displace Persons. Currently, DRC programs focuses on people uprooted by conflict and natural disasters including IDPs populations, and host communities. Our core programming areas includes; Food Security and Livelihoods, WASH and Infrastructure, Protection and Advocacy, Community Development, as well as Emergency Response.

For nearly two decades, Somalia has been in a state of political turmoil. Since it was instated, the Transitional Federal Government (TFG) has not been able to create a functioning government with broad based support. Currently the TFG holds a very limited authority over much of south-central Somalia with various Islamic groups controlling the majority of the region. With the creation of semi-autonomous regions including Somaliland, Puntland and Jubaland, Somalia still remains divided on many fronts.

OBJECTIVES OF THE PROJECTS

The objectives of the projects under which this market survey will be conducted include:

a) To protect and support primary livelihood mechanisms in selected locations of Mogadishu and Somaliland (OFDA)

b) Strengthening of conflict management and critical livelihood capacities for vulnerable youth in Somaliland (Turning the Tide)

OBJECTIVES OF THE MARKET SURVEY

The overall objective of the proposed market survey is to provide information on small scale businesses that have got market potential within the targeted areas and how they contribute to improving the lives of beneficiaries as well as stimulate local economies. To realize this objective, the market survey exercise will focus on a number of specific things to include:

• Determining what types of small businesses (production or services) would best generate income for women, men, youth or other vulnerable groups in the targeted communities or IDP camps.

• The consultant should then conduct market surveys for these business opportunities detailing the followings:

  1. The current level of availability of the identified service / product in the local marketplace

  2. The average price for which the service / product is being sold

  3. The types, quantities and price of the inputs needed to begin production / the service. (Identify costs for establishing profitable small businesses highlighted in the survey findings).

  4. Demand for the product / service and whether there is a need for it in the marketplace

  5. Potential consumers of the product / service, location of the consumers, and their estimated purchasing power

  6. Means for transporting the product to the potential consumers and associated transportation costs

  7. The level of interest among youth or women in launching the specified type of business

  8. Identify major sources of supplies for local markets

  9. Identify/suggest with reasons, the appropriate mode of supporting such ventures (one time payments versus installments or for example revolving funds, loan, grants. Etc.)

EXPECTED OUTPUTS

To ensure achievement of the above, the Consultant / firm will undertake the following key tasks:

• Develop an Inception Report detailing among other things; the process and methodologies to be employed to achieve the objective of this consultancy as stated above. It should include the interview schedules, and important time schedules for this exercise, and present to DRC Program Team for review and further inputs.

• Undertake desk review of the relevant project documents and any other relevant documents.

• Review key and relevant DRC Horn of Africa Programme Strategy (2012 – 2014) documents in view of the project focus, development targets in relation to the project’s intervention areas.

• Design data collection methodology, taking into consideration relevant gender analysis framework(s).

• Design, develop, critique (with DRC team) and refine data collection tools, including translation to the local Somali language, where necessary.

• Conduct a comprehensive field based survey [using both quantitative and qualitative data collection methods] and collect data on targets– based on indicators as documented in the project proposal.

• Write up the Market Survey Report. The format of the report will be as follows:

  1. Title page

  2. Executive Summary (short, succinct summary of the report not more than 2 pages)

  3. Introduction and brief summary of the livelihood projects being implemented

  4. Methodologies used for the survey

  5. Description of findings (qualitative and quantitative)

  6. Conclusions

  7. Recommendations

  8. Annexes (sample data collection tools, Photos & any documents related to the survey)

• Present the draft report to DRC program team for first review before producing a second draft.

• Submit a Final Market Survey Report to DRC as stated in the Consultancy Contract.

DURATION

The consultancy will commence with the consultant developing a work plan for the entire period of the consultancy

The assignment will take EIGHTEEN (18) chargeable days beginning on a date to be mutually agreed with the selected consultant

The report must be submitted on an agreed date which is not later than two weeks after the completion of the field work.

LIAISON AND COMMUNICATIONS

The assessment will be coordinated by the Livelihoods Coordinator and Area managers of the Somaliland and Mogadishu.

RESPONSIBILITIES OF DRC

• Provide transport to and from the field.

• Provide travel insurance to the consultant

• Provide accommodation to consultant

• Pay consultancy fees at a mutually agreed rate

RESPONSIBILITIES OF CONSULTANT

• The consultant should provide a personal computer and will be expected to make a quality report.

• Actively engage with the group & community members and other stakeholders to generate adequate information to make informed decision.

KEY DELIVERABLES

• Four (4) bound hard copies of the Report.

• Soft copy of the Report in two (2) CDs.

• The consultant will also be required to submit to DRC all study materials including: 1. Soft copies of all data sets both quantitative and qualitative

  1. All filled quantitative data collection tools and qualitative data recording materials.

  2. Any other non-consumable documents/items that will be used in the course of the planned consultancy

QUALIFICATIONS

• Bachelor’s degree on Commerce, Business, Community Development or related field;

• Proven experience conducting market assessments, feasibility studies and setting up small businesses

Evaluation of Raising Poor and Marginalised Women's Voices in Liberia Project

‘Raising Poor and Marginalised Women Voices in Liberia’ is a project that was developed as an intergral part of the global governance and transparency programme funded by DfID on ‘ Raising Her Voice.’ The programme aims at promoting rights and developing the capacity of grassroots women to engage effectively in governance.

As part of a larger organisational undertaking to better capture and communicate the effectiveness of its work, Oxfam GB desires to assess the effectiveness to date of the ‘Raising Poor and Marginalised Women Voices in Liberia’ project that aims at promoting the rights and develop capacity of grassroots women to engage effectively in governance.

This evaluation will use a predefined qualitative research protocol, Process Tracing, to assess the extent to which: a) the changes around engagement of poor and marginalised women in governance issues in Liberia that the ‘Raising Her Voice’ project is seeking have taken place; and b) we can evidence that the project contributed to these changes. Guidelines outlining the core evaluation protocol have been prepared, and Oxfam GB is seeking an experienced external evaluator to lead on the implementation of this methodology. The evaluation will be overseen and supported by one of OGB’s Global Monitoring, Evaluation, and Learning advisors.

Final Evaluation Consultant of a Harm Reduction Project in Ukraine

The final evaluation concerns the project “HIV/AIDS and drug use in Ukraine” programme implemented by the Ukrainian Red Cross with the technical support of the French Red Cross. It is a thirty six-month program from April 2007 to December 2011 funded by “Agence française de développement”, the Italian Red Cross, the French Red Cross and American Red Cross. The main purpose of this evaluation is to provide through a study on the impact of the project in terms of harm reduction and home base care. The second purpose is to provide lessons to draft the policy and strategy of the future programme for the next years. The evaluation is scheduled in to take place in November 2011

CONTEXT

With 47.5 millions inhabitants, Ukraine is currently facing the combined difficulties of injecting drugs use and HIV/AIDS epidemic. According to the latest UNAIDS figures, 3.6% of Ukrainian adult population are infected with the HIV; moreover, “the rate of treatment of active injecting drug users remains limited (according to 2009 data, only 7.5% of the total number of those receiving antiretroviral therapy - ART) because of insufficient availability of substitution maintenance therapy, and hence problems with forming adherence to ART.” An estimated 36% of HIV infections in Ukraine are linked to the use of injecting drugs.

Today, Ukraine remains the country with the highest HIV prevalence rate in Europe. However, public authorities continue to hamper harm reduction programmes by hardening the laws regarding drug use.

Relations with the national society

The Ukrainian Red Cross society continues its collaboration with the French Red Cross on the Harm Reduction project, especially by putting its nurses at disposal for the Home Based Care component.

The general objective of the “HIV/AIDS and drug use in Ukraine” programme is to prevent and reduce HIV and hepatitis transmission risks at the Injective Drug Users (IDU) level, and to improve the global assistance provided to this population in four cities: Kiev, Zaporizhzhiya, Melitopol and Chernivtsy.

The program started from the evaluation of HIV/AIDS situation in Kiev and Zaporizhzha regions in September 2006. Since 2007 the program worked in cities of Keiv and Zaporizhzha and since 2008 cities of Chernivtsi and Melitopol have joined the program. The duration of the current phase of the program is 41 months from 1st July 2008 – 30th November of 2011.

OBJECTIVES OF THE EVALUATION

  1. To assess the practical suitability of the operation to the needs identified at the programme inception.

  2. To provide a clear view on the degree to which the objectives have been achieved.

  3. To analyse the impact of the operation, the concrete impact/incidence of activities in the field of a harm reduction.

  4. To assess the local impact of the project on the community beneficiaries IDU and the Ukrainian RC

  5. To evaluate the coordination mechanisms used with the national authorities, local and international organisations and all relevant actors in Harm reduction.

  6. To develop practical recommendations to improve further similar project to the future.

SPECIFIC EVALUATION OBJECTIVES

  • Analysis of the impact of the project.

  • Analysis of the effectiveness of the activities “home base care, exchange of syringes, psychosocial support for patients on substitution therapy” in quantitative and qualitative terms on the different sites (Kiev, Zaporizhzha, Melitopol)

  • Analysis of the local project ownerships by the Ukrainian Red Cross which includes involvement and participation, capacity, empowerment and accountability.

  • A drawing up of “lessons learned” on the project implementation, on FRC and URC operational capacities.

  • A drawing-up of operational recommendations for possible continuation or exit strategy.

  • Analysis of the visibility of the operation.

  • Analysis of the efficiency of the project. The analysis should cover: planning of activities, implication of beneficiaries in the implementation, and elements such as: logistics, selection of recipients, etc.

  • Examination on coordination and coherence of the actions carried out with local authorities, local and international organizations.

  • Analysis of the relevance of the project objectives, suitability of the aid provided in the context of local practices, of the choice of beneficiaries, and of the strategy, in relation to Harm reduction.

This evaluation will use and complete the results of the preview evaluation done on September 2010.

WORK PLAN AND METHOLODOGY

The evaluation will be carried out during 4 weeks including drafting of the final report.

The consultant will have to carry out field visits in Kiev, Zaporizhzha, Melitopol.

  1. A briefing will be held at the French Red Cross Headquarter or at the French Red Cross Delegation in Ukraine for 2 days during which the information and documents necessary for the mission will be provided.

  2. Review of data and briefing - FRC/URC

  • Discussions with the FRC project coordinator in Ukraine and with the project team

  • Discussions with the Secretary General of the URC and URC staff

  • Analysis of the documents relative to the program: Review of the project documents (narrative and financial proposal, logical framework, work plan, intermediary reports and preliminary final report, as well as other documents relative to the running of the program).

  • Preparation of the evaluation tools and of the action plan for the field visits in Kiev, Zaporizhzha, Melitopol.

  1. Field visits

Collection of all required information:

  • Interviews with the key actors of the project (technical and administrative team) and other institutional actors

  • Interviews with direct project beneficiaries and use of participatory tools (maps, diagrams, matrices etc.)

  • Direct observation, visit of different sites and different communities and participation to activities of the project

  • Review of documents of the French Red Cross

  • Review of documents of other institutions working in the same field

Preliminary analysis of the data collected.

Preliminary presentation of the results of the evaluation to the team of the project and to the key partners in country.

  1. Report submission and discussion
  • The report will be drafted in English

  • The draft report will be submitted to the head of mission and to the Headquarters at the latest 10 days after the end of the field evaluation

  • If possible, a debriefing with the Heath Desk at the Headquarters in Paris will take place upon reception of this first version to clarify misunderstandings and inaccuracies. If not, written comments will be sent by the FRC to the consultant.

  • Once the necessary amendments to the draft report have been incorporated, the revised text will be resubmitted to the FRC.

  • The consultant will have 2 weeks maximum to submit a final report in a computer format.

The total duration of the consultancy should not exceed 30 days including the field visits and the drafting of the final report.

EVALUATION REPORT

The report will have the folowing format:

  • Cover Page

  • Table of contents

  • Executive Summary

  • Main report (about 20 pages): the main body of the report should start with the method used and should be structured in accordance with the specific objectives formulated under point 3 above.

The recommendations will be divided as follows:

  • Consolidated recommendations applying to the whole project
  • Specific recommendations/issued regarding the Zaporizhzha and Melitopol activities
  • Specific recommendations/issues regarding the Kiev activities
  • Some Annexes if needed

The consultant will be responsible of the coherence of the report, both in terms of content and presentation.

  • Academic background

  • Knowledge of the Red Cross Movement.

  • Experience in HIV/Aids with focus on harm reduction.

  • Experience in project evaluation in the field of international humanitarian

The project is looking for experience from the regional level to make extensive use of methodologies, tools, materials, and approaches developed within the eastern region.

Consultant pour la reformulation de la Politique nationale des enseignants

CONTEXTE Après une longue période de conflit armé, la République démocratique du Congo entre dans une phase de reconstruction de tous les secteurs de la vie nationale, particulièrement dans le secteur de l’éducation. La refondation du système éducatif se fait notamment à travers l’élaboration et l’opérationnalisation des stratégies sous-sectorielles et globales. Dans tous ces cas, l’accès à une éducation de qualité constitue un des piliers essentiels des stratégies conçues éducatives et du développement du pays, comme souligné dans le Document de stratégie de croissance et de réduction de la pauvreté (DSCRP) 2006-2010

La grande attention portée sur l’éducation comme un pilier de développement se justifie aussi au regard des dégâts que des années de conflit et de mauvaise gouvernance ont fait subir à ce secteur. Depuis plus d’une décennie, en effet, le système éducatif congolais connaît une crise aiguë dont une des manifestations demeure la baisse de la qualité de l’enseignement dispensé.

Les résultats à l’examen de fin d’études primaires - TENAFEP - indiquent que 35%-43% des élèves en 6ème année primaire ne maîtrisent pas les apprentissages fondamentaux. Les tests d’évaluation des acquis scolaires réalisés par la Direction des Etudes et de la Planification de l’Enseignement Primaire, Secondaire et Professionnelle (EPSP) de 2006 confirment ces faibles résultats. En effet, sur 25 items, les performances moyennes des écoles congolaises sont classées au-dessous de 12 réponses justes sur 25 soit : 8,4 en français ; 8,9 en calcul et 11,8 en culture générale. L’analyse par discipline des résultats des Tests d’évaluation des acquis scolaires et des Tests de fin d’études primaires révèle que les plus grandes difficultés rencontrées par les élèves se trouvent dans l’apprentissage du français où 75 % des élèves interrogés n’ont pas dépassé la performance en dessous de la moyenne (11 sur 25) alors que la pédagogie de maîtrise situe la performance minimale entre 50 % et 70 %. Il semble ainsi que l’atteinte des objectifs de l’Education Pour Tous (EPT) et ceux du Développement du Millénaire (OMD) nécessite, dans le contexte de la RDC, l’accroissement et/ou le renforcement des capacités pédagogiques et administratives des acteurs du secteur de l’éducation, qui doivent assurer et garantir la qualité de l’éducation et la performance du système éducatif.

Des efforts ont été entrepris dans le passé avec le concours de l’UNESCO et d’autres partenaires au développement pour renforcer les capacités des enseignants. En particulier, l’UNESCO a appuyé l’élaboration d’une « Politique de formation des formateurs». L’objectif que celle-ci s’était assignée consistait alors à « former des formateurs du système éducatif congolais en vue de pallier à la carence du personnel enseignant et d’améliorer l’offre d’enseignement à tous les niveaux du système ». A l’heure actuelle, tenant compte des nouveaux défis que posent à la fois la question de la qualité de l’éducation dans une société en pleine reconstruction et le développement récent des techniques et des outils relatifs à la question enseignante (Toolkit de l’UNESCO), une revisitation de cette Politique s’impose et cette revisitation devra partir d’un diagnostic profond de la situation de l’enseignant, dans une approche holistique de la problématique.

En effet, dans le cadre de l’Initiative TTISSA, l’UNESCO et ses principaux partenaires ont identifié le développement des politiques sur la question enseignante comme une des principales priorités pour la réalisation des objectifs de l’Education pour Tous en Afrique. Pour atteindre cet objectif, la RDC devra procéder à un diagnostic approfondi sur la question enseignante, en mettant à profit le guide pour la réalisation d’un diagnostic holistique sur la question enseignante élaboré par TTISSA. Dans le cadre de la réalisation de ce diagnostic, on renforcera les capacités de Ministères en charge de l’éducation afin qu’ils puissent assurer la mise en œuvre d’une politique enseignante viable et pérenne.

Sur la base des résultats du diagnostic, les Ministères en charge de l’Education réexamineront leur Document de politique de la formation des formateurs qui sera élargie au statut, les conditions de travail, l’administration, la gestion et la formation/développement professionnel, et sera soumis à l’approbation des secteurs compétents et à une validation de l’ensemble des partenaires de l’Education.

Le nouveau Document de politique élaboré sera complété par une Stratégie et un Plan de mise en œuvre par le Gouvernement, avec l’appui des partenaires de la coopération bilatérale et- multilatérale.

OBJECTIFS DE LA CONSULTATION Les objectifs immédiats de la consultation sont les suivants  Identifier dans une approche participative les besoins en matière d’enseignants en RDC à travers un diagnostic complet de la question enseignante  Reformuler la politique nationale sur les enseignants, prenant en compte à la fois les questions du statut, les conditions de travail, l’administration, la gestion et la formation/développement professionnel et de rémunération  Elaborer un plan de mise en œuvre de la politique reformulée ;

RESULTATS ATTENDUS 1. Le diagnostic sur la question enseignante sur la base du Toolkit élaboré par l’UNESCO (tenant compte du statut, les conditions de travail, l’administration, la gestion et la formation/développement professionnel) est réalisé. 2. La nouvelle Politique sur la question est élaborée sur la base du Toolkit de l’UNESCO ; 3. Le Plan opérationnel de la politique sur les enseignants élaboré.

FONCTIONS ET RESPONSABILITES DU CONSULTANT

Les présents termes de référence s’inscrivent dan le cadre des actions de l’UNESCO en RDC au titre du Programme TTISSA .

Sous l’autorité directe de la Représentante et Cheffe de Bureau de l’UNESCO en RDC et la supervision du Spécialiste du programme Education à Kinshasa, le (la) Consultant(e) apportera son appui à la mise en œuvre du projet. Plus précisément, il (elle) sera chargé(e) des tâches suivantes :

• Mener une étude sur l’état des lieux de la question enseignante en RDC, utilisant le Toolkit de l’UNESCO ; • Organiser le dialogue social et des consultations avec les parties prenantes (syndicats, associations parents d’élèves etc.) ; et • Animer un atelier de présentation et de validation des résultats de l’étude diagnostique.

PROFIL DU CONSULTANT Le (la) candidat(e) à ce poste de Consultant devra remplir les conditions suivantes : • Diplôme supérieur en sciences de l’éducation ou en sciences sociales, • Une expérience professionnelle en matière de formulation des politiques éducatives d’au moins 5 ans, • Bonne connaissance du système éducatif congolais, en particulier de son système de formation des enseignants ; • Excellente aptitude à communiquer oralement, à dynamiser et faciliter le dialogue, • Grande capacité d’analyse et de synthèse • Excellente qualité d’écriture
